Standards exist so that packaging performs the same way every time, no matter who builds it or where it ships. Level B is built for moderate conditions and frequently uses weather-resistant fiberboard and lighter protective packaging. Items that need less protection fall under minimal or commercial packing, handled through ASTM D3951.
